In the new mavovra announced by Minister Tremonti finally speaks for the South of novelty.
First of all funds will be allocated for disadvantaged areas.
Secondly there will be someone who will manage to deliver these funds and, behold, then the brilliant idea to give birth to a new body and a new Bank.
But for heaven's sake do not call the Cassa del Mezzogiorno. Because the case was quite different!
The Case of the South was an Italian public body created by the government of Alcide De Gasperi to support industry initiatives aimed at economic development of mridione of Italy, in order to bridge the gap between the northern regions.
Despite nearly 50 years of a grant and significant investments, today's wealth gap remains in terms of GDP per capita and in productivity. The per capita income is on average twice in the North than the South, and unemployment rates as well as illegal employment are twice the South than in the North.
The partial failure of the policies financed from assisstenzialistiche rain has not helped the South, nor has it benefited the sudden abolition of the Fund for the South, with the advent of the new policy incentives in key European with the passage of Law 488/1992 . A more thorough assessment of investment in the South shows that investments in terms of quantity, even in the presence of special legislation, were lower than the public investment made in the ordinary way in the same period in the North.

This finding, however, does not want to justify the low quality of spending in the South and the responsibility of the political class and leadership. The goal was the industrial site's policy in 1950 was only partially achieved, and this raises doubts about the underlying paradigms of development that was envisaged. The attempt to implant the artificial big business with public participation and funding to companies in the North, have not triggered any virtuous cycle in areas where been established, have indeed helped to create in the South than just a market for the manufacturing industry in northern Italy or the purchase of machinery used by other companies in the north.
But Tremonti and the whole government will be a new Marshall Plan, not a new case!
